the University Academic Senate (SAU). It plays a crucial role in representing and balancing the interests of the government, the broader community, and the university itself.
The MWA comprises diverse stakeholders, including the Minister of Higher Education, the Rector, appointed faculty members, local community representatives, administrative staff, and students. This varied composition ensures that various perspectives and interests are integrated into the university's governance. Universitas Terbuka's contribution to the government

Signing MoU between UT and the Government of Lembata Regency, represented by the Director of the UT Kupang, Dr. Ajat Sudrajat, M.Pd, and the Acting Regent of Lembata, Drs. Matheos Tan, M.M., on Tuesday, September 26, 2023
As an institution of higher education, it has become a call for UT to play a role as a companion and consultant for the government in formulating policies. One tangible form of this commitment is that in 2023, the Government of Lembata Regency partnered with Universitas Terbuka (UT) to enhance education, research, and community development. This collaboration, marked by signing an MoU and Cooperation Agreement, aims to benefit the public and local civil servants. Acting Regent Matheos Tan emphasized the importance of UT’s presence in Lembata, noting its potential to make the region a central hub for education and economic development due to its strategic location between Alor and Flores Timur. The initiative includes plans to develop a cultural research center focusing on Lembata’s unique traditions, such as the Leva Nuang whale-hunting heritage, positioning the region as a global research destination.
UT’s local office is expected to boost the economy by supporting local small businesses and reducing education costs for Lembata residents. The government has allocated land to construct a UT regional office and is committed to providing scholarships for talented yet underprivileged students. Dr. Ajat Sudrajat, UT Regional Director of Kupang, reaffirmed UT's commitment to supporting Lembata's educational aspirations and invited the Acting Regent to attend the university's upcoming graduation ceremony to discuss further collaboration. Universitas Terbuka provides outreach, general education, upskilling, and capacity-building to policy- and lawmakers.
Universitas Terbuka (UT) Palembang, through its Recognition of Prior Learning (RPL) program, encourages village heads and government officials to enhance their knowledge and skills. This initiative aims to strengthen village development, ensuring progress and prosperity at the grassroots level. UT Regional Director of Palembang, Dr. Meita Istianda, emphasized the goal of equalizing access to higher education, starting with village leaders and officials who can serve as role models for their communities. The program, offering affordable education at IDR 36,000 per credit hour, focuses on a Government Studies curriculum accredited with a "B" rating

The RPL program acknowledges prior formal, non-formal, and informal education and work experience to transfer these achievements into formal education credits. Applicants must have served as village officials for at least two years, supported by relevant documentation. Registration requires various documents, including transcripts, certificates, and appointment letters. A registration fee of IDR 400,000 grants access to all of UT Palembang's facilities, allowing village heads and officials to pursue quality higher education while remaining in their communities.

Research in collaboration with government departments
Tangerang City Government (Pemkot Tangerang) has signed a Memorandum of Understanding (MoU) and cooperation agreement with Universitas Terbuka (UT) to enhance education, research, and community service. The MoU was signed by Tangerang Mayor Arief R. Wismansyah and UT Rector Ojat Darojat during the 39th Annual Founding Celebration of UT and National Disporseni 2023 at the UT Convention Center, Pondok Cabe, Tangerang Selatan, on September 4. Mayor Arief expressed hope that the collaboration would strengthen synergy and foster innovations in higher education to improve

the quality of education both in Tangerang and Indonesia. Highlighting the importance of adapting to rapid changes in the era of disruption, Arief emphasized prioritizing education to develop competitive human resources and achieve the vision of Indonesia Emas 2045. He encouraged citizens to enhance their skills and resilience in facing future challenges while commending UT's role in advancing education in Indonesia.

Community Programs of the Department of Law
On June 9, 2023, the Law Program of Universitas Terbuka’s Faculty of Law, Social, and Political Sciences hosted an impactful community service event at Dharma Karya High School with the focus of equipping students with the knowledge and tools to prevent bullying from a psychological and legal perspective. With over 313 attendees, including students, teachers, faculty members, and legal experts, the event aimed to address the harmful effects of bullying.

Esteemed speakers Dr. Cherly Kemala Ulfa and Mr. A. Rachmat Wirawan shared insights into the psychological impacts of bullying on teenagers and preventive measures under criminal law. This initiative was part of Universitas Terbuka’s commitment to community outreach and youth development, fostering respect, empathy, and critical thinking among students. Participants left with a comprehensive understanding of the personal and societal repercussions of bullying, underscoring the importance of creating safe, supportive school environments. By educating and empowering the next generation, Universitas Terbuka is helping to build a respectful, responsible, and empathetic community ready to stand against bullying.
Collaboration with Digital Platform
Besides hosting a community service, Universitas Terbuka (UT), committed to fostering high-quality future generations, has initiated discussions with the digital platform Hukumonline.com to explore potential collaborations. The meeting, held on May 3, 2023, at UT’s Pondok Cabe campus, was attended by key representatives from both institutions. UT’s Dean of the Faculty of Law, Social and Political Sciences, Muhammad Husni Arifin, expressed hopes for cooperation that aligns with the Tri Dharma of Higher Education, such as disseminating legal knowledge to the public through Hukumonline.com’s platform. Hukumonline.com, established in 2000 as a leading online legal resource in Indonesia, shared its vision to educate the public and legal professionals, highlighting its vast audience of 6 million monthly visitors
